The Municipality of Chester is implementing recommendations from the Charting a Course for Growth Plan (or “Growth Plan”) to help address the housing shortage and position our communities for sustainable residential, commercial, and industrial growth.
The plan includes the following:
Housing infrastructure planning to ensure that wastewater and water supply systems can meet needs, to identify targeted growth areas, and to create capacity for development.
Engagement and consultation with residents, organizations, and industry stakeholders to inform our work and prepare our communities for expected growth.

Identification of workforce attraction and retention strategies to decrease or barriers and increase the Municipality’s workforce capacity.
Review of housing policies to encourage the increased production of attainable housing.
Assessment of recreation needs to identify gaps and enhancements in recreational facilities and spaces within the context of population and visitor growth.
Review of transportation (including active transportation) infrastructure to ensure these assets are growing with our communities.

I was present last night at the Chester Basin session. The idea of some kind of housing design guidelines was briefly brought up, with the idea that perhaps we should do something to keep the charm and character of the homes in Chester/Chester Basin. I mentioned that I felt conflicted because I want to respect people's freedom to build in the style they like, but that my husband and I also chose to live in Chester Basin in part because of the charming, historic homes that surround us. We also purchased a historic home and plan to restore it to its former beauty. I had another idea after the meeting, however, that I wanted to mention. What if the municipality incentivized building beautiful homes that match with the character of the old homes here. For example, a small property tax deduction, rebates, grants, or discounts with certain suppliers of materials. This would be a worthy investment in the future of Chester Basin, as people will continue to move and travel here because of its charm, like Chester, Mahone Bay, and Lunenburg. This way, we let people have the freedom to build what they want, but we give monetary incentives to those who build beautiful, charming buildings. It would be so sad to see Chester Basin turn into a modern, industrial town if ugly apartment buildings are thrown up quickly just to meet the potential demand for housing.
