The Municipality of Chester is undertaking work to develop transparent, effective and meaningful regulations for new development at or near the coast. The intent behind developing and implementing these regulations are to help protect people, structures and the environment from the negative impacts of coastal development.
Coastal protection has been discussed by Provincial Government(s) for over a decade. In recent years, the Province opted not to implement Provincial regulations for coastal development, instead recommending that each Municipality develop their own regulations if desired.
Council has now directed staff to begin this work, with the first step being a series of three meetings held to provide information on the threats and risks posed by unsafe coastal development. The sessions will also touch on some of the potential regulations that could be implemented and we are looking for your feedback, thoughts and comments.
November 13, 2025: Western Shore - Western Shore Legion (6582 Highway 3, Western Shore)
November 24, 2025: Village of Chester- Tuck Hall (54 Regent Street, Chester)
December 10, 2025: Hubbards - Hubbards Area Lions Club (43 Lions Club Rd, Fox Point)
Each session will be open from 6:00pm - 8:00pm. The format is Open House and staff will be spread out to discuss a variety of topics related to coastal regulations. Please feel free to drop in at any point during the three sessions (ie. come and go as you please, drop in anytime during the Open house hours.
We want to hear from you about what level of regulations/rules are the right fit? What is your level of risk tolerance for private development on the coast? Are you concerned about negative environmental impacts of coastal development? What specific regulations might you support or not?
Following the three sessions, staff will collect feedback and present this material to the Village of Chester and Municipal Planning Advisory Committees. Council will also be presented with the feedback and comments obtained from the three sessions.
Staff will then prepare a set of draft regulations, specifically outlining when, where and how any new regulations would impact development at the coast. Council may wish to then schedule further meetings for public discussion on the draft regulations or if Council feels consensus has been reached, may move forward to adopt and implement the draft regulations for development at the coast.

Coastal Regulations for the Municipality of Chester is currently at this stage
Council has directed staff to host 3 Public Engagement Sessions in November and December. The Purpose of these sessions, held in an "Open House" style are to provide information on coastal threats and potential regulatory measures. Staff are seeking comments and input from the public regarding development near the coast.
How concerned are you about future development at the coast (personally or for the general public)?
Are you concerns primary around safety of persons (ie. loss of life/injury), financial impact to an individual property owner (loss/damage to structures, need for remediation, infill or rock armouring) or financial/legal liability for the Municipality who issued permits for construction (ie. property owner sues the Municipality claiming a permit was issued yet the owner suffered loss as a result of storm surge, any settlement/payout is coming from public funds/tax rate)
Are there any examples of coastal developments that you have seen that cause you concern for the long-term safety of inhabitants, or the structure itself?
What level of regulation do you think is appropriate for the Municipality to implement for coastal development?
Should there be a way for individual property owners to pay for a site specific report on their lot, potentially allowing development closer to the coast if it can be shown it would be safe and meet the intent of any regulations?
Do you believe that coastal development (and any associated risk) should be regulated by the Municipality? Or left to the individual property owner?
Do you believe the Municipality should/is responsible to support individual property owners who have in the past or going forward, built close to the coast and as a result suffered a negative financial impact? Or is this responsibility with the individual property owner?
Committee & Council Review
this is an upcoming stage for Coastal Regulations for the Municipality of Chester
Staff will present the results and findings from the Public Open House sessions to the Village Planning Advisory Committee, Municipal Planning Advisory Committee and Council. Staff will be seeking input on draft regulations which will be created based on the results of the Public Engagement sessions and discussions with Committee/Council.
Public Engagement Round 2 and/or Approval of Draft Regulations
this is an upcoming stage for Coastal Regulations for the Municipality of Chester
Depending on the results of the discussions with Committees and Council, a second round of Public Meetings may be scheduled. Alternatively, if Council feels confident that there is general consensus around the desired level of regulation, they may direct staff to produce a set of Final Draft Regulations and begin the formal adoption process, including a Public Hearing prior to a vote.
